2008 started shortly after the High Court of Justice ruled equal employment terms for Palestinian workers in Israeli territories and in West Bank settlements, and was marked as the year for examining the impact of the ruling on employment terms. The ruling on one hand, and the unwillingness to enforce it on the other, are evidence for the Law Enforcement bodies' attempt to have it all – perceive the Palestinians as an integral part of the Israeli work force, yet present them as external to the work force, and thus also outside the scope of the Israeli Law.
