Following the establishment of a Libyan Civil Society’s network and in coordination with relevant Libyan Authorities, in April 2009, IOM has launched a pilot initiative in the Holding Centre of Alqwaa, located 45 km far from Tripoli. Such experimentation, conducted in cooperation with three Libyan NGOs (WICS, ALWAFA, IOPCR), is pursuing a two‐fold aim: a) improving the living conditions of the inmates through the upgrade of the Centre’s standards and b)building the capacities of local organizations to cope with the migration phenomenon and challenges.
