Between 1970 and 1994, according to Israeli regulations concerning the employment of Palestinian workers, the Israeli National Insurance Institute has collected over a billion shekels from some 600,000 Palestinian workers employed by Israelis. However, this money was not in fact used to insure Palestinian workers, who were not eligible for most of the Institute’s insurance items, and was simply appropriated by the National Insurance Institute.
