Approximately one billion shekels a year, mostly all "black" (illegal) money, is stolen by Israeli citizens from migrant workers who arrive legally in Israel. The biggest profiteers are agencies – manpower agencies and caregiver providers (see Table. 1). These agencies receive on average about 65% of the payment that the migrant worker pays in his home country for the right to work in Israel legally.
