The French delegation in the Council of the European Union sent a note to other member states on 11 September, discussing possible ways to address migration issues in the Mediterranean region. Titled “Migration situation in the Mediterranean: establishing a partnership with migrants' countries of origin and of transit, enhancing Member States' joint maritime operations and finding innovative solutions for access to asylum procedures”, the note stresses the importance of the Mediterranean as “one of the most visible gateways to Europe and the scene of repeated tragedies”, and argues that a solution to the issues facing EU member states can only be found at the European level.
