2008 brought to an all-time low the activity of the organizations charged with enforcing the rights of migrant caregivers. The Ministry of Industry, Trade and Labor (MoITL) is currently authorized to use administrative and criminal tools to defend the rights of migrant workers in cases of employer violation of protective labor laws and other migrant worker rights. However, these tools are almost never used. The non-enforcement policy of the Ministry discriminates against an entire group of workers in Israel, a group which amounts to about 60,000 men and women, and encourages continued affronts to the legal rights of those individuals.
