The 1951 Convention relating to the Status of Refugees contains provisions whereby persons otherwise having the characteristics of refugees, as defined in Article 1A, are excluded from the benefits of this Convention. This Note addresses the question of the interpretation and scope of one such provision – that set out in Article 1E concerning persons not considered to be in need of international protection.
