This report is part of an advocacy campaign which requests the Spanish authorities to abide by the principle of nonrefoulement of refugees during control and surveillance activities on Europe's southern border. Giving a positive answer to the question whether Spain should respect human rights beyond its territory, this report demands the State to fulfil its responsibilities under international human rights protection instruments also whenever it expands its jurisdiction beyond its borders.
