Many migrant workers contacting Kav LaOved are victims of crimes in areas where the State does little to enforce the law. A prime example of this is the migrant worker ‘import’ industry in which exorbitant brokerage fees are illegally charged in exchange for legitimate work in Israel. In fact, many migrant workers are dumped on arrival and receive no aid from the authorities. This practice, known as the Flying Visa, is a common occurrence due to the State’s failure to prevent it.
