Letter to EU Council: Amnesty International urges EU Member States to avoid transferring asylum seekers and other third country nationals to Greece under the Dublin II Regulation or any existing bilateral agreement. EU Member States should make use of Article 3.2 of the Dublin II Regulation allowing them to examine an asylum claim, "even if such examination is not its responsibility under the criteria laid down in this Regulation".
