[Algérie] La Tribune des Lecteurs - Le SNAPAP et la LADDH dénoncent la situation des subsahariens : Dramatique !

Evoquant, au 24ème anniversaire de l'adoption de la convention internationale sur la protection de tous les travailleurs migrants et les membres de leurs familles, l'accident qui est survenu le 14 décembre passé, le SNAPAP a indiqué que le Croissant rouge algérien (CRA) ne doit pas prendre sur ses épaules, ce qu'a qualifié de " lourde mission policière ", non seulement, estimant que cela est contre nature à ses missions humanitaires, " et surtout qu'il ne dispose pas de l'expertise voulue ".


Le chargé du dossier des migrants auprès du SNAPAP, Fouad Hassam a appelé les pouvoirs publics à accélérer l'ouverture du bureau de l'OIM à Alger, prévu en 2013, comme il a appelé les autorités algériennes à délivrer les visas consulaires à tout membre d'ONG internationale, désirant effectuer des enquêtes sur la migration et l'asile en Algérie, y compris dans les camps des réfugiés dans la wilaya de Tindouf.



Le syndicaliste est allé, dans ses revendications, jusqu'à l'ouverture " partielle " des frontières algéro-marocaines à savoir celle piétonne et/ou celle du rail, dans l'objectif de rétablir la circulation des personnes dans la ragions, à l'instar de celle de la frontière Est du pays. " L'Etat doit envisager, le renforcement du transport aérien entre les deux pays, en ouvrant de nouvelles lignes aériennes : Oran-Oujda, Tlmecen-Rabat, pour limiter les mouvements irréguliers des personnes au niveau de la frontière terrestre des deux pays ".



Dans le même contexte, et à l'occasion du 15ème anniversaire de la journée internationale des migrants, la Ligue algérienne pour la défense des droits de l'Homme (LADDH) a tiré la sonnette d'alarme quant à ce qu'a qualifié d' "atteinte au droits de l'Homme les plus fondamentaux ", en citant à titre d'exemple le droit de se nourrir, de se laver, de se vêtir, de s'abriter et de se soigner faites aux migrants.



La Ligue a, dans ce sens, recommandé la prise en charge des migrants subsahariens et syriens sanitaire et alimentaire, trouver un logement temporaire pour les migrants avec le niveau minimal d'une vie décente, inspection de travail doit contrôler l'exploitation des migrants à des sommes modiques, protéger ces migrants contre le racisme et l'intimidation, l'exploitation sexuelle, scolarisation des enfants de migrants subsahariens et syriens dans les écoles etc.



La LADDH a appelé, le gouvernement à installer des bureaux régionaux dans chaque région en collaboration avec le Haut Commissariat des Nations Unies pour les réfugiés (UNHCR) et non seulement à Alger.

Difficultés d’accès aux soins, à l’éducation, au travail et même…à l’enterrement. Il n’est pas facile d’être un migrant en Algérie.

La situation devient encore plus compliquée quand on est clandestin. En plus «des préjugés» et «du racisme», les migrants subsahariens en Algérie et en Afrique du Nord ont besoin davantage d’aide et de soutien. Les opinions publiques de ces régions doivent encore être sensibilisées sur cette question. C’est ce qu’ont expliqué les participants à un séminaire organisé, hier, par la Ligue algérienne pour la défense des droits de l’homme (LADDH) sous le thème «Dissiper les préjugés et sensibiliser les opinions sur la question des migrants». Tenue à l’occasion de la Journée internationale des migrants coïncidant avec le 18 décembre de chaque année, cette rencontre a été d’abord une occasion pour la ligue de lancer sa campagne de sensibilisation sur la situation des migrants.
Le première action est la confection d’un calendrier illustré par des «images parlantes» de migrants nigériens, prises par la jeune étudiante, Khadidja Markemal. «Chaque mois de l’année 2015 est illustré par une photo et un article de la Déclaration universelle des droits de l’homme. Nous voulons expérimenter d’autres méthodes pour la sensibilisation de l’opinion. L’art en est une. Ce travail est réalisé avec des partenaires, dont l’ambassade du Canada en Algérie», explique Moumen Khelil, secrétaire général de la LADDH. Les participants à ce séminaire ont exposé les difficultés auxquelles sont confrontés les ressortissants subsahariens en Algérie.

[Maroc] 20 Minutes - Au Maroc, les espoirs naissent de migrants et de réfugiés africains

Dans une ruelle d'un quartier populaire de Rabat, la petite boutique de Moctar Touré, spécialisée dans la réparation de matériel ménager, tourne à plein régime. Régularisé l'an dernier, ce réfugié ivoirien entrevoit désormais un avenir dans le royaume, malgré les difficultés.
Séparé de l'Europe par les 15 kilomètres du détroit de Gibraltar, le Maroc est de longue date une terre de transit pour les migrants venus d'Afrique subsaharienne en quête de «l'eldorado» européen.
Mais face au marasme économique et au durcissement des règles migratoires sur le Vieux continent, le royaume chérifien tend à devenir un pays d'accueil.
Arrivé il y a neuf ans pour échapper au conflit dans son pays, Moctar Touré s'est longtemps contenté de vivoter à l'aide de «petits boulots» informels.
«Au début ce n'était pas difficile... c'était impossible!», se souvient le trentenaire.
Mais, après les années de galère, ce père de famille a obtenu l'an dernier sa carte de séjour. Et tout s'est enchaîné: grâce au financement d'une association locale d'aide aux réfugiés, l'Amappe, il a trouvé un toit pour vivre. Puis loué un atelier où il exerce un métier qui lui permet de gagner sa vie.
Ouverte il y a quatre mois, cette boutique d'une dizaine de mètres carrés ne paie pas de mine. Mais, avec quatre clients par jour, elle a trouvé son rythme. Depuis peu, Moctar emploie même Sylvain, un compatriote.
Le «bouche à oreille» a fait son œuvre: «90% de mes clients sont Marocains», avance l'Ivoirien fièrement.
Illustrant ce phénomène, une cliente en djellaba entre. «Ma voisine m'a dit que tu réparais bien les machines à laver». Une conversation en darija -l'arabe dialectal marocain- s'engage.

[Spain] News.com: Extraordinary photo sums up immigration crisis on Spain-Morocco border

This is the astonishing sight of African migrants scrambling over a fence into Spain while golfers calmly enjoy a game just metres away.
The remarkable image underscores the dramatic gap between the haves and have-nots in the region.
It was taken on Wednesday, when 200 immigrants rushed the Moroccan border in a desperate bid for a new life.
Nine were injured during the scramble, with 70 staying on top of the fence for hours, waiting for an opportunity to evade authorities.
It is the latest in a spate of rushes on the North African border, which have thrown Spain’s draconian immigration laws and heavy-handed police tactics into the spotlight.
Last week, a video emerged that appeared to show Spanish security forces in the city of Melilla beating a migrant unconscious as he hung from the fence, before handing him back to Moroccan authorities.

[Malta] Maltatoday: Malta participates in Mos Maiorum, four irregular migrants apprehended

A massive police operation dubbed ‘Mos Maiorum’ was launched by 25 European countries on Monday to detect, detain and possibly deport tens-of-thousands of so-called “irregular” migrants.


During the 14-day Operation Mos Maiorum, some 20,000 police officers will stake out border crossings, railway stations, bus depots, and highways throughout Europe to apprehend so-called irregular migrants – people living without permission.


The operation is the brainchild of the Italian presidency of the European Council.


No clear data exist on the number of irregular migrants in the European Union, but unofficial estimates range between 150,000 to 450,000 people.

[Tunisie] FTDES - Communiqué de presse au sujet de la détention de Bamba Omar et la fermeture définitive du camp de Choucha


Bamba Oumar de nationalité Ivoirienne, 31 ans, a été arrêté le 27 septembre 2014 par les brigades de la garde nationale de la ville de Kairouan. Le dossier a été soumis au procureur de la république qui lui a transféré à la prison civile de la région pour motif de : « séjour illégal sur le territoire Tunisien et la non détention d’un papier d’identité valide. »
Ayant entré légalement en Tunisie le 27 mars 2011, en utilisant un laissez passer fournis au point frontalier de Ras jdir, et n’ayant commis aucune infraction depuis sa présence sur le territoire Tunisien, Bamba Oumar demeure à Choucha et a déjà formulé une demande d’asile auprès du Haut Commissariat pour les Réfugiés.
Le Forum Tunisien pour les Droits Economiques et Sociaux s’est tenue de défendre Bamba Oumar ,et maitre Aida Guizani ,avocate et membre de la section de Kairouan a plaidé pour sa libération immédiate ,et ce pour absence d’infraction vis-à-vis de la loi tunisienne concernant le franchissement des frontières, étant un refugié qui a fui la guerre en Libye.

Mos Maiorum is yet another battle in the war the EU has waged against an imaginary enemy.
Between 13 and 26 October, police forces of the Member States of the European Union (EU) are to conduct massive control operations both within the Schengen area and at its external borders.


A week after the commemoration of the tragedy of Lampedusa in October 2013, a “hunt on migrants” operation dubbed ‘Mos Maiorum’ is to be launched in collaboration with Frontex and Europol. The large-scale operation, coordinated by the Italian Interior Ministry, aims at intercepting and collecting personal data on fake document holders, rejected asylum-seekers and smugglers.
Besides the fact that the European Parliament does not seem to have been informed of the operation, the lack of clarity as regards the legal basis and the practicalities of the operations is particularly problematic. No information is available as to what these interceptions will result in, and whether joint return operations will be organised.
Once again, irregular stay is deemed a criminal act, despite the Court of Justice of the EU’s jurisprudence (El Dridi ruling which condemns the criminalisation of irregular stay). Once again, asylum-seekers are seen as potential abusers of the system. Once again, the collection of personal data is used to chase undocumented migrants.
This operation is reinforcing the fantasy of a criminal invasion in Europecriminal invasion in Europe. Frontex is used as a tool to implement discriminatory policies, and contributes to the violation of the rights of migrants and refugees, as demonstrated by the Frontexit campaign.

Mos Mairoum est un énième exemple de la guerre menée par l'UE contre un ennemi imaginaire.
Du 13 au 26 octobre 2014, les forces de police des États de l'Union Européenne (UE) procèderont à des contrôles massifs de personnes dans l'espace Schengen et aux frontières extérieures.


Une semaine après la commémoration du drame de Lampedusa d’octobre 2013, une « chasse aux migrants » nommée Mos Maiorum sera lancée, coordonnée par le ministère italien de l’Immigration avec le soutien de Frontex et d’Europol. Cette opération de grande envergure vise à intercepter et collecter des données personnelles sur les détenteurs de faux documents, les demandeurs d'asile déboutés et les passeurs.
Outre le fait grave que le Parlement européen ne semble pas avoir été averti de ce projet, le manque de clarté sur la base légale et la mise en œuvre de l’opération pose problème. Aucune information n’a été donnée sur les suites qui seront données à ces interpellations et si des opérations de retours conjoints seront prévues.
Une fois de plus, le séjour irrégulier est assimilé à un délit criminel, au mépris de la jurisprudence de la Cour de Justice de l’UE (arrêt El Dridi qui condamne la pénalisation du séjour irrégulier). Une fois de plus, les demandeurs d'asile sont perçus comme de potentiels fraudeurs. Une fois de plus, la collecte de données personnelles sert une véritable chasse aux « sans-papiers ».
À travers de telles opérations, les institutions européennes nourrissent le fantasme d'une invasion criminelle en Europe. Adjuvant d'une politique discriminatoire, l’agence Frontex entrave les droits des migrants et des réfugiés comme l'a démontré le bilan de la campagne inter-associative Frontexit..

[Cyprus] InCyprus - Cyprus directly affected by illegal immigration



Interior Minister Socrates Hasikos stressed that Cyprus is one of the EU member states which is directly affected by illegal immigration. In an intervention at the EU Council of Justice and Home Affairs which took place in Luxembourg, Hasikos said that there is need for joint action to solve problems such as immigration. The solidarity principle and burden sharing, he added, must be implemented.
Cyprus, he went on to say, is an EU member state which is directly affected by illegal immigration. In this context, he recalled that Cyprus rescued last month 345 Syrian refugees who found shelter on the island.
The Ministerial Council focused on immigration, asylum and external border issues.

Around 20-25 men detained at Menoyia Detention Centre went on a hunger strike on Monday, in protest over their prolonged detention.
“Some of us have been here for three months, some for six and there are even guys who are here for a year and a half,” one of the hunger strikers told the Cyprus Mail, adding that they will not back down until the interior ministry addresses their cases.
“We want answers. We want answers about what is going on here,” he said. The hungers strikers are housed at the B-Wing in Menoyia. No inmates from other wings have joined the protest.
Almost all hunger strikers come from non-EU countries, with the exception of two Greek nationals. 

[Mediterranean] The Guardian - Europe's sea of deaths for migrants is a result of war and escalating inequality

The Mediterranean has become Europe’s sea of death. More than 3,000 refugees and migrants have already been killed this year trying to escape war and poverty in Africa and the Middle East and break into the continental fortress to the north. That is more than four times 2013’s grim tally and makes up three quarters of a new annual global death toll of migrants. By any reckoning, this is a humanitarian disaster on Europe’s borders: the direct result of a system that favours the free movement of cheap European labour over providing refuge for victims of conflagration and destitution on our periphery.
These are the Syrians, Palestinians, Eritreans and Libyans, many of them children, driven into the hands of people traffickers to be drowned in overcrowded fishing boats, or sold to corrupt officials as European coastguards patrol off the sun-soaked beaches. Since the beginning of the century, more than 22,000 are estimated to have lost their lives trying to reach Europe. The annual cull reached a climax last month when a boat carrying refugees and migrants from Egypt to Malta was rammed and sunk by traffickers after those on board refused to transfer to a smaller vessel. Five hundred people died.

[Jordan] The Jordan Times - Labour Ministry's Eid campaign to target illegal workers

AMMAN — The Ministry of Labour will carry out an intensive inspection campaign during the Eid Al Adha holiday to eliminate labour violations.
Under the campaign, legal measures will be taken against workplaces hiring illegal workers.
The campaign follows repeated and continuing violations by businesses that hire guest workers with no valid work permits and force many Jordanians to become jobless, according to the ministry.
The ministry called on the public to report violators via its hotlines 0796580666 or 0777580666, or via its toll-free landline 080022208.
The ministry campaign will start on the second day of Eid and continue through Tuesday.

[EU Migration] Press Release - Commissioner Cecilia Malmström commemorates the Lampedusa tragedy

One year ago, I visited Lampedusa together with Italy’s Prime Minister Letta, Interior Minister Alfano and Commission President Barroso. We were standing in front of rows of coffins containing the bodies of the victims of the Lampedusa shipwreck, which happened on 3 October 2013. These images are still in my mind as a terrible reminder of how we must strive to keep Europe open to those who seek protection. For those escaping dictatorship and oppression, fleeing conflicts and wars, Europe is a shelter where they can find safety, or a new life far from tyranny and misery.
Today it is virtually impossible to come to Europe in a legal and safe way. Migrants are forced to put their lives in the hands of traffickers and smugglers who are making huge profits by exploiting their misery and despair. These merchants of death have no fear or pity, risking the lives of children, women and men by putting them at sea on what can only be described as wrecks. Only a few weeks ago, we learned that several hundreds of migrants lost their lives when smugglers deliberately sank a vessel.
Let me be very clear – when it comes to accepting refugees, solidarity between EU member states is still largely non-existent. This is quite possibly our biggest challenge for the future. While some EU members are taking responsibility, providing refuge for thousands of refugees, several EU countries are accepting almost no-one. In some countries, the number of yearly refugees barely exceeds a few handfuls. Last year, six whole countries of the EU accepted less than 250 refugees between them. All this, while the world around us is in flames. These EU countries could quite easily face up to reality by accepting resettled refugees through the UN system, but despite our persistent demands they are largely refusing. This is nothing short of a disgrace.
If all the promises after the Lampedusa tragedy are to mean anything, solidarity between EU countries must become reality. For this to happen, we must in the coming years develop a responsibility-sharing mechanism between all EU states. This is of course nothing that can be forced upon Member States. However, I believe it is an absolute necessity if the EU is to live up to its ideals.

During his marathon three-hour hearing today in the European Parliament, the designated Commissioner for migration and home affairs, Dimitris Avramopolous, repeatedly stated his adherence to liberal principles. He strongly supported the continuation of the Schengen system, a liberal approach to asylum and legal migration, and freedom of movement for EU citizens. What was lacking was further detail on how his principles would be put into practice, and how the different aspects of EU policy in this area fit together.

Let’s take legal migration first. The would-be Commissioner supported not only a revision of the existing Blue Card rules on highly-skilled migration, but also a more comprehensive overhaul of EU rules on legal migration. Indeed, he explicitly supported an EU system for legal migration resembling the liberal regimes of Canada and Australia.

[EU] Statewatch - On Monday 13 October, the EU's latest migrant hunt begins

A Europe-wide joint police operation aiming to "apprehend irregular migrants and gather relevant information for intelligence and investigative purposes" will run for two weeks from Monday 13 October, building on previous similar efforts that have seen thousands of people arrested.
The operation - named 'Mos Maiorum' in reference to the "time-honoured principles, behavioural models, and social practices that affected private, political, and military life in ancient Rome." [1] - has been organised by the Italian Presidency of the Council of the EU, who invited other states to join during a meeting of the Council's Working Party on Frontiers in mid-July this year:
"All Member States and Schengen Associated Countries (SAC) are going to be invited to participate in the operation. Depending on the internal organisation in each country, various law enforcement authorities will be involved in the operation, especially border guard authorities." [2]
Currently it is unknown which Member States have chosen to participate, but previous operations have involved the majority of Member States (and Norway and Switzerland, Schengen Associated Countries).

[UN representative on the human rights of migrants] Open Letter on EU border management: Europe can stop human deaths and suffering, and regain control of its borders

The new European Commissioner for Migration and Home Affairs will need to ensure that migration and border control in Europe isn’t implemented at the expense of the human rights of migrants.
If Europe is to witness a significant reduction of human suffering at borders, it must bank, not on strict closure and repression, but on regulated openness and mobility. It is paradoxical that, in the name of securing borders, European States are actually losing control over their borders, as mafias will always be ahead of the game: repressive policies without regular migration channels for asylum seekers and much needed low-wage migrants, only entrench smuggling operations and underground labour markets where mafias and unscrupulous employers exploit undocumented migrants, and increase the precariousness of the migrants’ situation, resulting in more deaths at sea and more human rights violations.

Despite good initiatives like the increase in search and rescue operations which have saved numerous lives, such as the Mare Nostrum operation for which Italy must be commended, some European member states continue to officially advocate repression of irregular migration, and haven’t yet opened new legal channels for migration, especially for asylum seekers and low-wage migrants, thus limiting the possibilities for asylum seekers to regularly reach safe destinations and for migrants to respond to the needs of the EU labour market. Consequently, the number of migrants risking their lives on unseaworthy vessels over perilous sea routes can only increase.

The UN estimates that more than 130,000 migrants have arrived in Europe by sea this year, compared with 80,000 last year. They migrate due to the push-factors in their countries of origin, which may include war, conflict, natural disasters, persecution or extreme poverty, as well as in response to pull factors such as the unrecognized needs in the labour markets of EU member States, as migrants are often willing to do the “dirty, difficult and dangerous” jobs that nationals will not, at the exploitative wages that unscrupulous employers will offer, including in the construction, agriculture, hospitality and care-giving sectors.
Migrants don’t believe that they are doing anything wrong: they believe, and rightly so in my mind, that they’re only doing it to find either protection against violence or a job to support their family. Who can say that such survival strategies are wrong? We would probably do the same if we were in their shoes. We don’t have the moral high ground on this issue. Repressive policies fail to deter irregular migration because hope is always stronger, because, despite what happened to others, or even to themselves in a previous attempt, they believe that next time will be the right time, and that they’ll “make it”.

Les participants à la «Caravane de solidarité avec les Subsahariens» ont dû rebrousser chemin samedi dernier.  Il leur a été interdit de mettre le pied à Tanger et ils ont été bloqués à l'entrée de la ville par les agents de la sûreté nationale qui ont dit avoir reçu l'ordre d’empêcher leur accès à la ville.

«Nous avons été arrêtés à plusieurs reprises par les éléments de la Gendarmerie Royale. Une première fois à la sortie de Larache et une deuxième fois à Asilah et, chaque fois, nous avons été obligés de subir un contrôle d’identité souvent long et intimidant», a révélé Saïd Tbel de l’Espace associatif. Une version confirmée par Kamara Lay, coordinateur du Conseil des migrants subsahariens au Maroc (CMSM) qui a affirmé que le cortège de voitures participantes a été suivi dès sa sortie de Rabat par les services sécuritaires et qu’il a fait l’objet de surveillance tout au long de la route menant vers la capitale du Détroit. «Pour les gendarmes, ces contrôles n’ont rien d’anormal, il s’agit bel et bien de contrôles ordinaires destinés à assurer la sécurité sur les routes nationales», a indiqué Said Tbel.

[France] La Cimade - Sans-papiers : l’enfermement n’est pas une solution

La machine à expulser a montré, cet été, l’étendue des drames et illégalités qu’elle était capable de générer. Entre juillet et août, elle a enfermé, puis libéré, près de 300 exilés d’Erythrée, d’Afghanistan et du Soudan fuyant des persécutions ou des zones de conflit. A l’abri des regards et peu connue de l’opinion publique, la rétention administrative s’est, peu à peu, banalisée. Le nombre de places dans les centres de rétention a doublé en une décennie, passant de 969, en 2004, à plus de 1 800. Chaque année, la France enferme plus de 40 000 personnes dans ces «prisons» qui, nous dit-on, n’en sont pas, avec pourtant, leur lot de murs et barbelés, sas, verrous et portes closes, caméras de surveillance et cellules d’isolement. Alors que la rétention administrative devait, sous cette majorité, «redevenir l’exception», elle constitue toujours l’instrument majeur d’une politique d’éloignement violente et ravageuse.

[UK - France] The Guardian - British government pledges £12m to tackle 'illegal immigration' from Calais

The UK government has pledged £12m to help France tackle the problem of 'illegal immigrants' trying to enter Britain through Calais.
The deal, announced on Saturday by the home secretary, Theresa May, and France's minister of interior, Bernard Cazeneuve, will also see increased co-operation between the two countries' law enforcement agencies.
Contributions by the UK will be given in the form of €5m (£4m) a year for three years to a joint intervention fund. This money will be used to construct robust fences and to bolster security at the parking area of the port, which migrants use as a staging post for efforts to cross the Channel.
